Snowstorm is a cool snow effect written in Javascript that is easily implemented onto web pages - only a single Javascript file is all you need, other than images of the snowflakes. It is free and has been designed to be easy to use and has heaps of options, such as the speed, amount of snow, the wind speed, where the snow should collect, whether it melts and finally whether your mouse causes wind changes.
